    That's because the 3 star stops belong to legendaries. And there aren't any for the first 3 balloons.

    No problem! Good luck with the diamonds to get the other balloons! Starting from the Ruby and Sapphire balloons you'll find legendaries, but 3 star destinations are rare without a big Fever.
