    to get dimitri, you enter sunken city, wander around a bit, pass the houses, and at one house there are little kids that captured dimitri. then they'll ask you if you have bombs. say yes. they'll say that you have it under control and then they'll leave. talk to dimitri and then it will let you ride it. hope that helped!
