Carl from Jimmy Neutron was planned to be in SSB4 but Nintendo wanted to keep a E10+ rating, and Carl was a very M+ character, so he was scrapped. Zero Suit Samus and Palutena took his spot afterwards.

The 3DS couldn't handle Bolbi, and Carl's smlexyness.
