    for groudon i don't know how to unlock him but catch every species of pokemon with the Ruby balloon, latias will randomly appear with the sapphire balloon

    First unlock the Silver, Ruby, or Sapphire balloon. When a fever occurs, there is a chance Latias could appear. Then after you have DEFEATED the boss once, you might get Groudon on another fever. Now, if you land on one of those legendaries, you have to make them wobble, or else they will be killed. Then, YAY YOU HAVE BOTH!!! :) Hope this helped
