    To mega evolve your Pokémon, you need a Mega Stone. Mega Stones can be bought once you unlock and finish the “Raid of the Mighty General” challenge from the king, meaning you won't be able to mega evolve until late in the game. However, once you do finish the challenge, yiu can buy Mega Stones with Pokédiamonds, and mega evolve Pokémon that are able to. I hope this helps you. Good luck!

    Oh, Silly me! I should be my Specific! You get it from the Shop. You also need to be Rank 33 First. I just beat it and got the Move Tutor Shop from Garden Intruder and Mega Stone Shop from General Attack. Now I have a Primal Groudon.
