The best strategy to win is to cast Defense Up β with Ninten, and PSI Shield β with Ana. After that, just keep attacking and healing. This boss can be a real pain, but sometimes it's a walk in the park.

Don't forget PSI Block with Ana. The guy wasted a lot of turns trying to use PSI when I did that, it was great.

At level 21, Ana learns Freeze γ, which brings most enemies' (including the Dragon's) health down to a critical level.
