    just keep doing levels, and if you see a twister around the balloon area or 1 to 3 rainbows in the background, you're more likely to get a Fever or Super Fever (those make it waaaay more likely that you get legendaries in your roulette)

    Try revisiting some areas if at the end of a level when you and your pokemon ride in the balloon if there are rainbows in the background the next time you visit a balloon you will have a chance of fever or super fever super fever is rarer than fever when fever occurs it randomly adds stars to a stage sometimes a star could land land on a 2 star stage and become a 3 star those have legendaries

    Capture everything else in the balloon. The game is nice enough to make it "easier" to encounter the ones you haven't captured yet if you're only missing a couple of them. So in the case you've captured every poke except a legend in a balloon it will ALWAYS have a 3 star so you only need to focus on landing in the stage and make it wobble.

    when u do find one remember give it all u got and if your pokemon that u love to use has a disadvantage but u really wanna use it go for it but when its health gets low get a pokemon that can do lots of damage or use pokemon that have the move lightscreen because if the pokemon u have has an advantage over the legendary the damage u take will be less and will be cut in half by light screen
