I have the freakin sapphire balloon, how do i get kyogre, do i have to like rumble blast, speak into the mic and say "kyogre i challenge u to a battle"

    Took me FOREVER. But, now I have four. It could just be my luck, but seems if I hunt in a balloon zone a lot, like Sapphire, Kyogre shows up more often. I rarely hunt in Ruby, only on one Gou and he neeever shows up and it never works out with fever.
