No, second guy, in Japan his name is "Gyiyg". But yes, they're both the same guy. I like to think "Giegue" is the name of the form he appears in during this game, while "Giygas" is the form he takes in Earthbound, even if their names were the same in Japan.

Both. They're both different translations from the original Japanese - ギーグ, or Gyiyg using Latin letters. Probably changed originally because Gyiyg isn't very pronounceable, and then again because EarthBound was manned by a different translation team.
