  • Because they were finished with making the game, yet they still worked to provide extra content. They'd be losing quite a bit of money also if they offered him for free for everyone. It takes a lot of work to make just a single character!

  • Like what Gamer Boy said, it costs money to make new content. When you look at MewTwo, think of all the work that went into him. Nintendo has to pay their employees to design, create, test, balance, and record sound effects to create any character. So Nintendo has to make all that money back somehow.

  • MewTwo was originally released free from a Club Nintendo promotion, and he was going to be the only DLC released. It was supposed to be a thank you gift for buying both versions of the game. However, there was a problem with that. Some families have it set up so that there's one Wii U they all share, and each kid has their own 3DS.

  • The way MewTwo was released by download codes from Club Nintendo meant that the Wii U version would get MewTwo, but only one of the kids would get MewTwo for their 3DS version. Sk kn order to make it fair, they released MewTwo for everyone to buy on the Eshop. If they made him free for everybody, then Nintendo would lose more money than they originally planned. Which could hinder other projects.
