Lv36 Charmeleon, at the moment the ONLY way to get Charmander is PKMN XY from the Professor, Friend Safari or trade.

Charizard is not available in ORAS. You can either restart your Pokemon X or Y port to get that starter, or try to get Charizard from the GTS.

they are in friend safari.. you can get any pokemon besides legendaries .. and theyll have 2-4 max IVs p.s. i have a charmander if you need one
