    Ho-Oh because I'm not sure he's able to die since he reserected three pokemon at once and gave them HUGE power. Speaking of wich, Ho-Oh has KILLER backup with the three dogs being able to outspeed the birds, but also being better as a whole with stats, moves, etc. It also has mystic powers such as telekinesis, insanely powerful fire, control over wind, control over light(can make itself invisible)

    Lugia has: the sea (wind too it got Aeroblast and a gentle movement of its wings can destroy entire towns!) Crown birds protects all pokemon
