hoopa transported weapons and vehicles. now hearing that it is possible that this so called building was the international police station looker works for. So perhaos after they were moved to a desert ,looker went after hoopa to his lair and angered hoopa that hoopa transported looker over the hoenn sea in the sky causing a hit to the head making his amnesia and causing him to float to shore

    Well, we ORAS takes place before DPPt, which was when Looker was introduced. It's quite possible that Looker, having forgotten who he is, travels around the world to discover his place, ultimately joining the International Police and going by the name of Looker, having no real name of his own.
