    Umm... why would you give Manaphy a choice band when it only has one attacking move? You do know choice bands and choice scarfs lock you into a single move right? So, if you use Tail Glow... That is the only move you will be able to use until it either faints or you switch it out, which negates any benefit you would have gonna for setting up...
