    The Arceus Code only works for Japan only for those who Pre-ordered Tickets on the Hoopa Movie. And the Arceus has 19 Outcomes, 17 holding different plates, 1 is holding a Silk Scarf, and 1 is a Shiny. I got a Shiny Arceus 2 months ago from a Generous Japanese Player.
