    It's 10, but instead of the number, they replace it with the word "MAX".

    after lv.9 it goesto "lv. max". so technically lv.10. if you want to know the base power of a pokemon at lv. max just add +20 at his original base power of lv.1. ex. chesnaught's base power at lv1 is 70. at lv. max it is 90 (same applies to all starter final evolutions).
