    Neither does Mustang, I mean he does but its sewed into his glove, so he doesn't waste time drawing one. But, in brotherhood, when he is forced to do the taboo, he is sent to the gate, so I assume he can transmute without a circle, but I haven't seen season 5 of brotherhood:'(

    ...lucky, im watching it on netflix, and they have both series, but fullmetal alchemist brotherhood has every season but 5. and that makes me so depressed cuz' its a good show and the last battle is epic! plus ed proposes to whinry in a very awkward way.
