    I think if you get some shells from the splatfest, you can reroll before level 20, too.

    Before 20 you can only order gear and the reroll option will only be available if the gear already has 3 slots with ability otherwise she'll offer to add an extra slot instead of rerolling them. Can't confirm what James said though since i already was 20 by the time of 1st Splatfest.
