    Thats because they arent the same type of bush. Meaning the flowers that are on them bloom at a different time thats why that one has its flowers sense its the time of year it blooms and the others dont.

    There are five different shrubs in ACNL, which you can identify by examining the foliage. You may have few hibiscus because they're sold in the Island shop. In the fall, orange 'sweet olive' will replace hibiscus, the holly berries before, during, & after winter snows. In the spring, azaleas bloom, followed by hydrangeas. Then hibuscus again. Some like to replace shrubs, so many are in bloom.
