    Its Debug, Not cheating it is a developers tool and was probably not meant for players. Just like the Level Select Screen.

    It wasn't intended for cheating but people use it to cheat. Sega originally used it to remove bugs, hence the name De-Bug.

    I didn't know that but sonic 2 does have debug mode and sonic 3 knuckles has debug mode and includes Super sonic and hyper sonic
