    No, because by buffing a low tier character you could make it better than some higher tier characters. Also, there are more overpowered characters than underpowered characters. It saves time.

    As for underpowered characters, I can think of at least ten off the top of my head. All characters should be equally powerful so that players can freely choose their favorites without being pressured by severely bad match-ups.

    But there are more low tier characters, so it would take the developers longer. That's why they don't do it.

    Lol they're already adding "several" characters and new modes so I don't think minor tweaks would take that long.

    buffing characters also makes playing different characters more fun. not many people main marth because he's really slow and doesnt reward you for good spacing.

    Exactly again. They're focusing efforts on more characters, so they don't have the time to test and balance too many characters. Plus, there have been quite a few balance patches.

    Whatever. Personally, I think a balance patch with character buffs could easily be bundled with a future update along with the new DLC, like how 1.0.8 was released alongside Lucas, Roy, and Ryu.
