    They need to be video game characters that have had a long history on Nintendo consoles, or characters specifically owned by Nintendo. Steve is neither of those.

    For example: Little Mac became legendary because of Punch-Out Wii, Lucina and Robin became Legendary because of Fire Emblem: Awakening, and Shulk became legendary because of the Xenoblade Chronicles.

    Ken being added as a trophy tells me that Sakurai isn't considering him. I also doubt we'll get another Street Fighter character anyway, seeing as none of the other third-party franchises have multiple characters yet.
