It's just the communication between devices and some people's internet. Sometimes over the internet, you get an error about not being able to connect the partner's device, this is because your device can't get a secure connection with their's. During the game, when someone's consul stops communiating right, they get disconnected. This is similar in not being able to connect to partner's device.

Try turning off your device, and back on again. Or go to your internet settings and test the connection.
