    Explain what? The Sunken Scrolls already explain how the ocean rose, humans died, Octolings and Inklings evolved, and Judd was cryogenicly frozen. You have a Sunken Scroll right there in your screenshot; you should read them.

    If humans can learn to build that stuff in a few thousand years, so could Inklings. And you're a little off, Octovally is the location where Captain Cuttlefish is. The Octarians come up to the surface and you fight them off and make them retreat.
