you need the magnafing glass to read the directions in one of the library books. the code is random every time but also limited to a set of combinations that can be memorized.

under the mermaid statue after you get the scale fom the mermaid. its the end of the item trade quest that starts with the Yoshi Doll. you had to take it atleast asvfar as the stick for the monkey to build the bridge, you should have compleeted all the requests since then.

from the animal village side, go there and walk that way when you have to hook shot or jump. also with the magnify glass you can see new NPCs a Zora in animal village for a photo and a monster in a cave along the beach back near where you started, who gives you a boomerang witch will help when fighting thebfinal boss.

if you have the mermaid scale just walk up to the statue and exsamine it. if you don't what item do you have?
