I'm thinking about using the Afa's drops on Eliwood (it may not be the best idea, but it's ENM, so good ideas should suffice) but before I commit, can he use a Heaven Seal?

    He can only use a Heaven Seal on Hector's Story. If you're on Eliwood's Story, he gets a forced promotion. Regardless of level, or so it seems.

    Lyn is never a main Lord for anytime past Chapter 10. So she's never forced to promote at all. Hector, on the other hand, is forced to promote during his own story. So...
