I have a theory eggmans base gets electricity from windy hill. In natural environment areas like lost hex there isnt just a socket to plug into, eggman would need a power source to make electricity. And windy hill may be it, specifically wind power, why else would these windmills be here? Its not like the deadly six put them here, what would they need electricity for? they didn't have tech to use.

i think it powers the machines that turn animals to badniks, and maybe the base as well but not enough energy to give a good amount of lighting
