    oooo...nice. only the 5 super rare chips have that edge on them. That looks like a Leviathan chip. (I don't have any of those).

    @Mark: The gold border means you can only get these chips from five legendary dragons: Ifrit, Leviathan, Fafnir, Divinegon, and Tiamat. They appear in the cogwheel temples and sometimes in the daily runes. For this particular chip, you'll need it to evolve Shisa Chimera. I don't think it has any other uses, though.
