    if you look on the outside rim past the fence, u can see that there's a train. assumedly, this fenced-off area is only one part of inkopolis, while the rest would be the residential areas and other businesses

    additionally, if u look to the right of the battle dojo, you can see a ladder. this ladder can be assumed to be how people get in and out from the train, as it leads to a "slide" to another ladder
