Yeah. It's random. Be sure to check your beach every day. Your villagers will usually tell you about Gulliver, too. Building a police station once available will also enable you to learn who is currently visiting your town. Just be aware that if you have multiple visitors (Katy, Pete, and/or other random visitors like Gracie, a camper, or Saharah), the cop will only tell you about 1 of them.

The one immediately left of the club is the Dream Suite (a PWP that you'll eventually unlock, if you haven't already). I think the other one is for Katrina's fortunes (need to have your fortunes read a certain # of times to unlock; haven't unlocked it yet, but I vaguely remember reading that here a while back). Someone else can feel free to correct me if I'm wrong.

Well, I'm not the best person to ask since I've only been playing for a few months, but I'll tell you what I know. Buildings in your actual town are PWPs. There's The Roost (coffee shop), a campsite, police box (as mentioned already), the Reset Center (?), a restaurant/bakery (not sure about this, just vaguely remember someone mentioning this, could be an extension of The Roost for all I know).

The City Hall can be renovated once you have a perfect town. By the way, when you unlock T & T Emporium (last upgrade to the Nookling's store) and you've passed Gracie's fashion check a few times, she will open a store on the second floor. I'm really iffy about that restaurant/bakery... I suggest you start a discussion asking other people about buildings to get a more accurate response.
