    You can go back to previous levels where they reside and replay the level a few times. That's how I got the Bullet Bill I needed. Sometimes I replay 1-3 over and over to farm some free lives as well.

    I know that feel my friend. If it were me I would hit that level occasionally, between things. There is more than one level with that guy, so you might explore a bit. Persistence pays!
