    If you're town is covered with tons of weeds, Leif will be outside your home and if you talk to him he'll ask you to help him pick all the weeds. When you've finished picking all the weeds, talk to Leif again and I'm pretty sure he'll give you that item as a reward.

    Also, in order to have tons of weeds growing in your town, time travel 1 or 2 months into the future, but there is a possibility that a villager will move out, so be careful when time travelling. I hope this helped.
