    You ever wonder why old villain minons always had terriblely obvious costumes. My guess is to sell toys. I mean going into battle wearing that suit↑ or charging in blue with a big red snake on you.

    The Villains have to be instantly recognizable, so they're drawn and/or costumed differently from the run of the mill flunkies. Example: Darth Vader as opposed to Stormtroopers. As for Cobra, their uniform designer probably didn't get the memo.
