    Dragon Scales are dropped by the Napdragon [East Grassy Plains]. It can appear as a regular enemy drop upon defeat and you might get another one from turning in the Bounty. If you're trying to get multiple scales, save before turning in the Bounty and resetting if your reward is something other than the Dragon Scales.
