    You need Iron boots that you find once you obtain the Ice arrows which you can get once you obtain the Ballad of Gales and walk up to it with the boots and the smash it with the hammer.

    No. Near Forest Haven there will be a Crozen Island where you will use the fire arrows to calm it down. If you throw bait the fish will tell you how many squares you have to go down and right to
