Haha Mew was too lazy to make the universe so Mew made Arceus to then make the universe so Mew could go on making the rest of the pokemon

I like to think of it like this: -Arceus creates universe -Arceus creates timespace trio and other legendaries to guard land, sky, sea, life, death etc. -Arceus creates mew -Mew multiplies, develops, evolves into the varied pokemon species. -Mew's DNA basically is the basis for any other pokemon, which is why it can use transform and can learn every TM/Tutor move.

@Eric But Mew can use transform on other legendaries. So it could not have gone like that. Maybe GameFreak is reading this and they will incorporate it into the next game.
