    Is this a game that only works with the New 3DS? Because the NFC adapter for previous 3DS models hasn't been released yet.

    No it work on the older models too. If you live in North America the NFC reader has been released already, however you only need it if you want to use the cards to get certain characters. If you're ok with just decorating for whoever shows up in the plaza that day then you don't even need it or the cards.
