    You can buy them from the alchemy shop on the pirate docks at port puerto or from the cafe on the beach near port puerto. If you'd rather get the item as a drop from a monster you can go fight the octoshells out in tortuga archipelago. They're the blue shelled guys on the beaches, you can find a few of them near the swordfish whirlpool and more just outside the entrance to deepsea cave.
