You need to have 80 Rupees, then you have to talk to the guy that looks to be wearing a parka behind the stall. Be sure to talk to him behind the smaller stall.

Theres a building around the town not the bomb shop off the hill but the other building... theres also a pictobox in a maze behind a box in his cell you can find once you rescue the 'green man '.
