ok. first free him from prison on windfall. you should have done that. he is now on tingle island. it is marked on the tingle chart that is sent to you through mail. it marks the location square. i think it is, starting from the top left, 2 right, 3 or 4 down. btw. he has a price and he isn't cheap. make sure you got money. around 365? something like that.
