    Sail west of Outset Island and you'll come across a flock of seagulls. Follow them around to initiate a battle with a big octo. Beat it to reveal a Great Fairy who will increase your magic meter. I don't remember anything about the other stuff, sorry

    B3 on your map is where you can get another bottle. It costs 500 rupees. I just got it but it's my 3rd bottle. I need to find the 4th. As for the magic meter, try looking for great fairies.
