    I'm assumimg you mean the lighthouse. Make sure it's night and the wind is blowing the right way. Fire your fire arrow throught the open lighthouse as you ride on the ferris wheel.

    There's a switch behind the lightouse you have to press while the wind is blowing north to activate the windmill. Get on the windmill at night and fire into the spinning part up top with your fire arrow, it has to be a direct center hit
