    That is the Furlin Vault, one of the 4 Master Chests. To open it, you need to complete the main story and become a Master in 3 Lifes; Hunter, Woodcutter and Carpenter.

    As I stated, it's a Master Chest, meaning only Masters can open up certain chests. There's some nice rewards for your trouble if that counts for anything.

    I think another is in Olivia's pirate cabin. If I recall, it requires mercenary, cook, and tailor. For sure Mercenary if nothing else. The game says Lifes useful to pirates.
