    Mario isn't riding on Yoshi in Wii U Yoshi's Woolly World because Nintendo probably wanted to relate the gameplay of Wii U Yoshi's Woolly World to the gameplay of N64 Yoshi's Story instead of the gameplay of Yoshi's Island because in N64 Yoshi's Story you also play as Yoshi without the need or use of Mario.

    But in SNES Super Mario World you play as Mario & you control Yoshi by riding on him like a horse. Same with all the Yoshi's Island games you play as Yoshi & you have Baby Mario riding on Yoshi's back & you need to protect Baby Mario. In both N64 Yoshi's Story & Wii U Yoshi's Woolly World you play as Yoshi by himself without Mario.
