?? You can evolve your starters after finishing the game. You have to reach the required level though, but I don't know about lucario.

You can't evolve the main protagonists until you've fully completed the whole storyline. ...Well I take that back. You /can/ but you ...can't? Haha, if ya play the game you'll see what I mean. As someone stated earlier, to evolve, one must simply be the appropriate level.

IN the last entry, evolving would eliminate all friendly dialogue, and the emotion on the Pokemon's face wouldn't change in dialogue.
