    Go to the sand continent. Search a Pinky bottle in the town. Talk to him and put him in the bag. You have to put Hoppa in the bag everytime you want to play with him.

    Hoopa is in a genie bottle that looks a bit like a lamppost near the entrance to the town on the sand continent.

    Did you fight salamence yet? You have to defeat salamence and then hoopa will appear on the sand continent in his pink and white genie bottle. He shows up in random places in the town though so you'll just have to look all over for him.
