Considering how if Elbert approved of rebellion or not is left entirely ambiguous after his death, I wonder if Erik's line here is actually intended to be directed more towards the player than Eliwood or Hector.

    He only ever shows disaproval towards ressurecting the dragons. He never expresses an opinion about the rebellion itself during his limited screentime

    Considering his personality, I wouldn't put it past him to disapprove of rebellion of any sort. What Erik said about him supporting it was either an assumption or a lie. Most likely the latter, considering how much Erik hates Eliwood.
