Excavation Looplet?

I hear Cofagrigus sells them, but he doesn't... I also hear you have to connect with him to unlock it, but I don't know how. So, as I was inevitably going to ask, how do I get one?

    I know exactly what one is. I even own one! So do I have to have the treasure (the water looplet from pledge hill) in my bag to activate this?

    It didn't work, so I went to the world tree... And got destroyed by the most monstrous house ever (chimecho, eevee, pikachu, igglybuff, meowth, cleffa, munchlax, and klink)... woo hoo (insert unown ?)
