I swear that Clefable doesn't exist in the Labatory Booster set! I pretty much opened like over a hundred booster packs, but still no Clefable! I have more chances of getting Mewtwo instead!

    Then it would be a good idea to make your own Booster pack´s card list, or to make a exceptions/glitches list.
