Want to local play, HELP NEEDED!

My brother and I want to play a level together, but nothing is happening! I'm using the gamepad and he is using the Pro controller. We are pressing every button on both of the controllers and nothing is happening! Please comment if you know what to do.

    Is the gamepad on the T.V screen style? If it is you need to press the gamepad to T.V label on the bottom right corner. When it's on the grass block mode, then you can do multiplayer.
